You can find them in the rural areas of Rajasthan, Uttar Pradesh, Tamil Nadu, Karnataka (Even in Bangalore!) and may be in more states, Many of them can do almost everything a qualified dentist can do, extraction, scaling and even filling!

Kent French (AKA Toast) is the fastest clapper in the world, He set the Guinness world record for the most claps in a minute - an astonishing 721 times in 60 seconds, that is an average of 12 claps per second!
